Dr. Lisa Brunner shares expertise with House of Commons’ Standing Committee on Citizenship and Immigration



On October 9, 2025, Dr. Lisa Brunner appeared before the House of Commons’ Standing Committee on Citizenship and Immigration to provide expert witness testimony for its International Student Program and Study Permits study.

Drawing on her recently published Canadian Changing Immigration Landscape (CCIL) policy brief, “Canadian international student policy at a crossroads,” Dr. Brunner shared key policy recommendations and responded to questions from committee members on topics including the funding of higher education, the ethics of “edugration,” and international comparisons of education models.

Dr. Brunner’s participation reflects CMS’s ongoing commitment to bridging academic research and public policy. By contributing evidence-based insights to parliamentary discussions, CMS  strengthens the link between scholarly research and decision-making processes that shape migration and higher education policy in Canada.
